FRENCH DECREES
WHAT IS EXPECTED

LONDON, October 26. The "Daily Telegraph's" Marseilles correspondent reports that M. Daladier's eagerly-awaited speech of October 27 will probably give the first clue to the decree laws. It is expected that he will announce taxation and pensions adjustments, higher prices for tobacco, which is a State monopoly, and an extension of the 45----hour week at armament factories. venue as disclosed by the figures issued oy the Customs Department, covering a period while the Treasury benches are occupied by a Labour Government, is due to any subtle machinations of vested interests for the purpose of embarrassing the Government.
