The correspondent of the "Daily Telegraph" at Madrid 'says that thY Mayor of Valencia, Senor Domingo Torres, announced that underground refuges capable of accommodating 250,000 people, have been built since the spring, 1937. The cost of £1,000,000, was defrayed by popular subscription, and the refuges saved thousands of lives. Spaniards in the United States sent 2000 tohs of cement and 250 tons of galvanised iron for th« shelters. :
