AMALGAMATION NEED
TOWN PLANNER'S OPINION
An increase in membership, particularly in the honorary member class, is recorded in the report to be presented to the annual .meeting of the Town Planning Institute of New Zealand. The experiment of conferring bursary student membership did not have the result anticipated, and has been discontinued. On July 31, 1938, the membership was: Fellows, 1; honorary fellows. 5; members, 117; honorary members, 102; student members, 7; total 232.
"The Local Government (Amalgamation Schemes) Act, 1936, is a progressive measure that, if enforced wisely and with discretion, will do much to aid development which is often hindered by an undue muliplicity of small and financially weak local government bodies," continues the report. "Wise amalgamation might be facilitated and unwise amalgamation avoided if regional committees were first instituted, thus premitting of local governing bodies with common interests working together on regional committees prior to consideration of any closer union."
