"I stand for a policy of carefullyplanned immigration, .adding to our population by bringing in people to fill obvious gaps. One prefers British, stock, but people from Scandinavia and Holland would also be welcome. However, the best type of citizen is the. one born in New Zealand," said Mr. Barnard.
