HON. W. E. BARNARD'S VIEWS (By Telperaph— Press Association.)- ' HASTINGS, September 26. The Hon. W. E. Barnard. Labour; candidate for re-election to the Napier! seat, opened his campaign in the Muni-| cipal Theatre, Napier, tonight, before a; large and enthusiastic audience. Mr. Barnard reviewed the Labour Govern-i jment's work and described the; futurepolicy of the party if elected,, dealing specially with defence and the proI blem of increased population.. "I stand for a policy of carefullyplanned immigration, .adding to our population by bringing in people to fill obvious gaps. One prefers British, stock, but people from Scandinavia and Holland would also be welcome. However, the best type of citizen is the. one born in New Zealand," said Mr. Barnard. ' : ■ A vote of confidence in the Labour Party was passed unanimously. •'
