"THE REAL GOVERNMENT"
"The real Government of this country is the Civil Service," declared Mr. W. L. Barker, National candidate for Wellington East, when speaking at Breaker, Bay last evening upon the recent pronouncement by the Commissioner of Police checking hooliganism and organised heckling at election meetings. "The Minister of Justice failed in his duty when he permitted these disturbances to go on without doing anything to stop them. He failed in his duty when he waited for the police to make the first move—proving that the Civil Service is the real Government of New Zealand. Here we have the lowest strata of society disrupting meetings and embarrassing
candidates who are unable, without loss of dignity, to retaliate as they would desire —by physical force. These interrupters are merely cowards who take shelter in the crowd. It is pleasing to see that the Commissioner did his duty where the Minister failed."
