Mr. Vernon Bartlett, diplomatic correspondent of the "News Chronicle," ascribes to the Spanish and Abyssinian situations unprecedented resentment against the British Government on the eve of the meeting of the League Council, at which Spain may chargc Britain with a breach of the Covenant In connection with the AngloItalian Pact, as failing to terminate German and Italian intervention.
