The Army list for January contains for the first time in the last 128 years a significant addition by the inclusion of the name of Major-General Sir John Brown, who was appointed Deputy Director-General of the Territorial Army in November, with the local rank of major-general. The War Office announces that his promotion to the substantive rank of major-general, with the consequent creation of a new section in the Army list, is in pursuance of the policy that the highest ranks-in the Army shall be open to all officers, regular and ter^ ritorial alike.'
