The Hoiwie Secretary, Sir Samuel Hoare, speaking in London, said that the - .most significant fact in recent Inditan history was the manifest desire of the Indian Ministers and the Bfaritish governors to cooperate iia a great experiment. There woiiild be anxieties and disappointments,. but on the whole he believed tlkey had started the new chapter on; the right road. India would prove to the world at the very moment when in the East and West liberty an<l democracy were challenged thfrit free institutions were still the best and that the British Empire was the most effective framework in which they could be developed.
