FAR EASTERN CONFLICT
DECISION BY POWERS
JAPANESE REQUIREMENTS TO BE ASKED
(United Press Association—By Electric Telegraph—Copyright.) (Received November 5, 11.10 a.m.) BRUSSELS, November 4. The International Nine Power Conference approved of the Sub-Committee offering to mediate in the Sino-Japanese conflict. An informal meeting of the signatories to the Washington Treaty, minus China, but including Russia, was held in the room of the Foreign Minister, M. Spaak, to discuss the question of a fresh invitation to Japan to join in the deliberations of the International Conference. It was agreed to appoint a small committee to make contact with Japan and ask her frankly to state her requirements. It was also decided again to invite Germany to attend the Conference. The Russian delegate, M. Litvinov, is lunching with the American representative, Mr. Norman Davis. M. Spaak is tendering a dinner to all the delegates tonight.
