'•' A message from Rhode Island states that President Roosevelt warned the 7780 Americans in China that they are remaining there at their own risk. It is inferred from the President's statement that they could not expect the United States to use armed forces on their behalf if they ignore the -warning. He said that many were refusing to leave despite the fact that they were being urged ■to do so by diplomatic officials.. Mr. Roosevelt said that the United States was on a 24-hour basis as regards invocation of the Neutrality Act
