'GRATUITOUS PRESUMPTION*

i . Officials angrily declared that it was a gratuitous • presumption even to insinuate that an Italian submarine might have been present in the area of th« attack. It is suggested that the submarine belonged to the Spanish Government, which would try to blame General Franco's forces.
