NEW YORK, July 15. The Washington correspondent of the "New York Times" says that President Roosevelt has decided-not to attend the burial of Senator J. T. Robinson, in Arkansas, because he is deeply apprehensive of dangerous developments in the Spanish conflict and m the Sino-Japanese dispute. It is understood that confidential reports to the President presage major developments in both crises within 48 hours, possibly sooner.
