Professor Raymond Moley, professor of public law'at Columbia University, New York, in evidence before the Judiciary Committee of the Senate, condemned President Roosevelt's Sppreme Court reform proposals as following the easy path of expediency leading to the atrophy an/3 death of democratic institutions.
A Constitutional ■ amendment would achieve the President's purpose, he added. ' .
