The Pope's.Encyclical drew a'reply from the "Volkischer Beobachter;." "Even agreements with the Holy Se« have no sacrosanct, .inviolable, or eternal values," says the paper. "They may be adapted to developments, arid under changed conditions former assent may justly become'dissent.": The paper explains that- the ; State is unable to foresee how' certain articles of the Concordat were to be exploited or interpreted by the Catholic clergy, and suggests that the Concordat may have to be changed in. accordance with the changed , conditions, otherwise it might become an unbearable' agreement. . . .
