WASHINGTON, February 27.

V>( President Roosevelt has sent the P*- governors of all States a model law to O vest broad powers in proposed local agencies to compel farmers to abide by 'approved farming methods. Provision is made for the imposition of fines for violation of the prescribed rules. In an accompanying letter the President has issued a warning that the nation that' destroys its soil destroys , itself. He has called attention to the dust storms and floods in the past few years, and urges the States to act to save the soil as a basic asset. Similar measures have already been enacted in Arkansas and are pending in 13 other States.
