Sixty prosecutions under the motor , regulations and the Wellington City, Council bylaws were dealt with by Mr. ! W. F. Stilwell, S.M., in the Magistrate's Court today in a space of 53 minutes, ; or less than one minute per prosecu- ] tion. Practically all of the prosecu- j (ions—those in which the defendant did \ not appear and give his explanation, or j had not written in to the Clerk of. the Court —involved two witnesses, ■ a traffic inspector on the facts of the offence and another inspector on admissions made by the defendants. An. oath had to be administered in each case, and the witnesses had to give their evidence. The penalty had also to be entered up. One of the reasons why it was possible to deal with., the cases so expeditiously was the absence of counsel's addresses. Only one counsel appeared and hs confined his ad* dress to two cases.
