MORE YOUNG , ITALIAN OFFICERS (Received February 10, 9 a.m.) ROME, February 9. : " Cabinet has decided to increase tha number of long service officers "i» the light of new necessity" and to speed up the promotion of young officers who show ability, as there are too many elderly officers whose number will be ruthlessly cut down. A decree refers to the need for active and constant vigilance on the frontiers, and adds that . the present and,future needs of the Empire have decidedly altered the requirements of the army.
