BRITISH RECRUITING
CONSCRIPTION MAY BE UNAVOIDABLE '
(Received December 28, 10.45 a.m.) LONDON, December 27s> A hint that conscription may' b* unavoidable is contained in an article by Mr. A. Duff Cooper, Secretary for War, published in the periodical "Home and Empire," in which he emphasises that the enlistment of only 5 per cent, of Britain's able-bodied men is required in order to solve the recruiting problem. "The voluntary system must justify itself in the face of the challenge from conscript nations," he states. "I cannot emphasise too strongly that the system is on trial. Recruiting is so unsatisfactory that it will break down unless there is a large and immediate improvement." The "Sunday Dispatch" says that lack of army recruits will probably cause the establishment in the spring to be 12,000 below strength. The Army Council has notified the Government that it will be impossible to provide reliefs for oversea garrisons in September, 1937, unless a great improvement occurs.
