RUGBY, October 21. The chairman of the International Committee for the • application of the Agreement for Non-intervention in Spain, Lord Plymouth, who addressed letters on Mionday to the German, Italian, and Portuguese representatives on the committee asking them to expedite their Governments' observations on the alleged infractions of the agreement, received today the reply of the German Government.

It. is understood that the German reply to the Non-Intervention Committee categorically denies the Russian and Spanish allegations, and alleges that a munitions train arrived at Madrid from Barcelona on September 12 with 60 Russian anti-a?>raft guns, and that the Russian steamer Komsomol on October 16 landed at Carta Gena 50 tanks and crews numbering 54.
