REVIVAL OF THRONE
FURTHER BLOW TO STARHEMBERG

Kraiih—Copyrlsht. : VIENNA, October 17. The Chancellor, Dr. Schuschnigg, announced that Austria would hold a plebiscite on the restoration of the monarchy at the proper time. He added that the legitimist movement was legal. He had not promised Germany that he would not permit a restoration of the Habsburgs. This was purely an internal matter. No devaluation of the schilling was contemplated.
Dr. Schuschnigg thanked Prince Starhemberg and the Heimwehr for their assistance in rebuilding Austria, but delivered" another blow to Prince Starhemberg by announcing that Major Baarenfels was resigning command of the militia, in which the Heimwehr is merged, and would be replaced by Field-Marshal Hulgerth. It was known that Prince Starhemberg hoped for this appointment.
