"GOULD NOT BE WORSE"
STATESMANSHIP LACKING
"NO BRITISH FOREIGN POLICY"
I United I'ress Association—By Electric I . Telegraph—Copyright. (Received September 21, noon.) LONDON, September 20. Mr. Herbert Morrison, addressing a peace meeting at Woolwich, declared that short of an outbreak of war, the international situation could not be worse. International statesmanship with few exceptions shockingly lacked courage and purpose. The declarations ol the Nazi and Fascist leaders were scandalously provocative and warlike.
