SPECIAL COMMITTEE
NON-INTERVENTION IN SPAIN
STEPS BY THE POWERS

RUGBY, September 14. j The second meeting of the International Committee for the application of the agreement regarding non-interven-' tion in Spain was'held in the Locarnc Room at the Foreign Office this afternoon. The meeting was attended by representatives of 26 countries. The committee had under consideration certain questions relating to the scope of the agreement, and the delegates undertook where necessary to obtain the instructions of their Governments at the earliest possible moment in regard to the questions submitted. The committee reaffirmed the resolution adopted at its first meeting that the proceedings at its meetings should be treated as strictly confidential, subject to the issue of a communique to be agreed upon at the conclusion of each meeting. ' After a general exchange of views it was agreed to appoint an informal subcommittee to assist the chairman in the day-to-day work of the committee, and that this sub-committee should be composed of representatives of Belgium, the United Kingdom, Czechoslovakia, France, Germany, Italy, Sweden, and Russia. The first meeting of this sub-committee will be held at the Foreign Office tomorrow afternoon. The committee took note with'satisfaction that the majority of the representatives have already furnished to the Secretariat copies of legislative and administrative measures adopted in accordance with their agreement for non-intervention. It was arranged that the documents so submitted should be collated as soon as possible for the consideration of the committee.
