WASHINGTON, April 20,

In a surprise move, the Administration introduced the Puerto Rican Independence Bill in the Senate. This procedure closely follows that used in freeing the Philippine Islands.

An election would be held in the island in. 1937, after which, if a majority vote favoured independence, a transition Government would be created.

It is believed that the Administration wishes to curb the Radical terrorist campaign in the island.

It is thought that the islands will vote to remain part of the United States, in which case it is hoped the independence agitators will be silenced.
