JAPANESE EQUALITY CASE
(Received December 20, 1 pjn.) LONDON, December 19. The Naval Conference re-examined the British proposal for quantitative limitation of armaments. The-French, Italian, and Japanese delegates sought further clarification or the practical application of the proposal, , Admiral Nagano said that no navy could afford to be less than any other, and stated a case for equality of armaments as against the British principle of equality of security.
