RETURNING TO LONDON

(Received December 14, noon.) LONDON, December 13. The "Sun-Herald" agency understands that the Foreign Minister, Sir Samuel Hoare, is cancelling his holi-

day in Switzerland and returning to London to participate in Thursday's debate in the House of Commons. It is reported that he is determined to defend his action and is convinced he has a strong case which, now that the peace plan has been published, will enable him to put a different complexion on the situation. He will endeavour to justify his initiative, which did not occur on the spur of the moment but emerged after three weeks' consideration. The "Sun-Herald" agency is further informed that Sir Samuel Hoare realised that he had accepted proposals differing from his own experts, and did so believing that it was the best practical solution in the interests of peace and that sanctions were not 100 per cent, successful, indeed in some cases not even 25 per cent, successful.
