POSITION OF LEADER

In vief v of the- intention of the incoming i_,abour Government to put its policy ii.vto effect in the near future, an intei 'esting position arises in connection with the Legislative Council. At present there are twenty-seven membe.rs of the Council, three o£ whom are L»'abour members—the Hon. Mark Fagan (Petone), the Hon. T. O'Byrne (Inve rcargill), and the Hon. T. Bloodwort'a (Auckland). If the Labour programme were at all obstructed, it wou.ld be necessary to give the Govern- ment a majority in the Council, anri this would mean the appointment of twenty-one Labour members.

An important position to be filled in the Council is that of Leader. Among the present Labour members "who are fitted for the position is the Hon. Mark Fagan, who is regarded by many as possessing the desirable qualifications for leadership. Mr. Fagan, however, does not possess the best of health, and it is doubtful whether his health would stand the strain that the duties of high office would impose on him.

The final meeting of the present Executive Council was held at Parliament Buildings this morning, his Excellency the Governor-General (Viscount Galway) presiding. The meeting was held to complete a number of routine matters.
