BOYCOTT OF LEAGUE
ITALIAN INDICATION
LONDON, November 23.
Geneva advices state that the fact that Italy is not sending delegates to the tripartite conference or committee to study the composition of the council is interpreted as the Fascist Council's unrevealed decision to boycott the League while sanctions are enforced.
Preliminary soundings from Geneva of the Committee of Eighteen indicate the possibility of an embargo on oil to Italy to become operative in the middle of December.
