A British seaman in Shanghai recently was handed a pair oC binoculars, sent by President Roosevelt for his work in helping to rescue the crew of a burning American gunboat. The seaman was Robert Richardson. He was a member of the crew o£ (he British steamer Tsinan, which with the British warship Wishart rescued the crew of the gunboat Fulton, which was burning off Hong Kong. Other officers,of the Tsinan who will receive binoculars from the American President are now in EnflSw^ifl.
