ITALIAN PRECAUTIONS

LONDON, November 21. The city editor of "The Times" denies that Signor Mussolini has ordered the blocking of British bank balances, and states that, on the contrary, he does not intend to sequestrate British assets. The regulation of November 20 applies to all foreign banks, and aims at investigation at the source when foreign payments are made in order to prevent traffic in smuggled notes.
A cable received yesterday stated that, the "News-Chronicle" says that Italy's most decisive counter-action was the blocking of British bank balances. London banks had been advised that all payments from lira accounts kept with their correspondents in Italy would be stopped until further notice. This meant that British banks would be unable to dispose of their Italian funds. Some interpreted this as the first move in the possible sequestration, of British assets in Italy.
