MEETING COMPETITION 1 Reference to the discussion on shipping which occupied a full day at the conference of Empire Parliaments in London was made by the Hon. Mark Fagan, M.L.C., a member of the New Zealand delegation, at a meeting of the Wellington Harbour Board last evening.

Mr. Fagan said he had been privileged to speak on behalf of the Dominion. The matter of unfair competition by the American Line was very fully dealt with, and - a definite assurance was given to the conference by the Hon. Dr. Burgin, British Minister of Marine, that the necessary authority would be vested in the New Zealand and Australian Commonwealth Governments to enable them to enact legislation which would at least provide for a fairer system of competition, and also safeguard the livelihood of many hundreds of. Shipping authorities abroad, and especially the British Board of Trade. were very keen on the prevention ot tipping of waste oil in territorial waters, and were fully, alive to the damage caused to bird and fish life in this connection. Mr. Fagan added an apparatus capable of extracting oil from oily waste water at a speed of four tons in seven minutes was now in general use. and was a cumpulsory equipment on all newly-built oil-burn-ing vessels.
