Germany' views the French reply to Britain's naval inquiry as an attempt, to involve> Britain in France's policy of collective alliances. The "Boersen Zeitung," in an inspired article, remarks that France demands authorisation to mobilise on the German frontier without conceding to Germany the. right to interpret it as a threat or provocation, which is incompatible with the League Covenant, and will paralyse the purposes of the Locarno Agreements.
