The "Boersen Zeitung," in an inspired article, remarks that France demands authorisation to mobilise on the German frontier without conceding to Germany the. right to interpret it as a threat or provocation, which is incompatible with the League Covenant, and will paralyse the purposes of the Locarno Agreements.
