LONDON, July 4. The "Daily Telegraph's" political correspondent says:—

Though the gravity of the situation is not minimised, the British Government has no intention of acting alone in the Italian-Abyssinian dispute. It will not shirk any of its League obligations, but it holds that these are collective and not individual.

The question of procedure regarding the dispute must be settled by joint consultations. The British decision will depend on the attitude of others.

Economic sanctions against Italy, it is held, would not be effective if enforced by four or five countries of importance and not applied by others outside the League, notably Japan and the United States.

The correspondent reveals . that France declared in the. protocol to the Franco-Italian treaty regarding North Africa in January her absence of interest in .Abyssinia outside the railroad zone. Signor Mussolini has inferred from this that France gives him a free hand for unlimited extension of Italian influence in Abyssinia.
