The King has entrusted the formation of a Cabinet to M. Andre Tocheff, a septuagenarian diplomat representing "old ideas."

He is an intimate friend of ex-King Ferdinand, who plunged Bulgaria into the Great War-as an ally of Germany, but lacks a following. The choice astonished people, and has not added to the King's prestige.

A previous message stated that General Zlatey's Cabinet had resigned as a sequel to the earlier resignation of four Ministers as a' protest against the authorities' action in arresting several prominent people, including the ex-Premiers. M.. TsankoiT and M. Gheorgieff, who were being interned on the lonely island of St. Anastasia, where there is only a lighthouse. M. Tsankoff and various associates will be interned because they have not dissolved their party, called the Social Popular Movement, thereby violating a decree issued last year. M. Gheorgieff and others were arrested for publishing allegations against General Zlatev and : other prominent people.

It was expected that a military Cabinet would be installed as the Army Officers' League is at present prominent in politics. The situation was tense and troops were by in the event of emergencies.
