REMISSION OF RATES An. authority to local bodies to remit the 10 per cent penalty on overdue rates levied for the financial year ended on March 31, 1935, is contained in the Finance Bill, introduced in the House of Hepresentatives yesterday. If the penalty has been paid by ratepayers, there is power to make a refund, and it is also possible under the new* provisionsl either to remit the extra charge or to postpone its collection, where it has been levied. Any remission already made is validated. Similar powers are conferred on the Minister of Lands in respect of drainage rates on various swamp drainage schemes. Two sessions of Parliament in ona year involve the necessity of a slighl revision of the scale of members' tray* elling allowances to meet the extra cost to them, and this is provided fop in the Bill. Expenditure by local bodies in farewelling their Excellent cies Lord and Lady Bledisloe is vali« dated, and members who received anf| payment in respect of their attendance at the Victorian Centenary celebra* tioris, or who will go to the Conference of the Empire Parliamentary Association in London this year, will not thereby be disqualified from holding their office.
