MANY ARRESTS MADE

PARIS, February 7. The anniversary of last year's rioting passed without serious disturbance. Hundreds of thousands traversed the Place de la Concorde peacefully. The police, however, in the course of the day arrested twelve hundred; mostly Communists attempting to demonstrate. Many were armed : with revolvers, daggers, and knuckledusters, and some were carrying rags soaked in petroL
