PASSED BY BOTH HOUSES

E. Masters). In moving the second reading, the Leader'of the Council said that tho film industry in New Zealand had been in an unsatisfactory state for a considerable time past. Tho relationship between film renters, the exhibitors, and the public was such that it was causing a groat (leal of unrest.
