"A HOPEFUL SYMPTOM"

PABIS, October 11. "On the whole Signor Mussolini's speech at Milan on foreign affairs has been favourably received by the French Press.

"Le Jour" says it considers tho speech ouo of the more hopeful symptoms of European politics. Other newspapers express themselves in similar vein.

"Excelsior" characterises the speech as doubly dexterous in that it does not expose itself to criticism, and at the same time leaves the door wide open for further negotiations with Fiance, Yugoslavia, tho Littlo Entente, and even Germany.

"Pertinax," in "L'Echo de Paris," however, expresses the opinion tha.t tho speech does not afford much enlightenment as to tho Italian Government's real intentions.

"While the Duco maintains that he wishes for peace,- he emphasises," says "Pertinax," "the failure of tho Arms Conference, and makes use of that as a pretext for mobilising all male Italian citizens between the ages of eight and 55."
