REFUSE OIL

A pica for an international convention to prohibit ships from discharging waste oil was made on behalf of Britain before the second committee of tlie League Assembly last month by Mr. G. H. Shakespeare, Parliamentary Secretary to the Ministry of Health. He pointed out that refuse oil washed up at the seaside affected human health and tho prosperity of seaside resorts. It threatened sea bird life and endangered inshore fisheries.

Ever since 1-922 the British Government has prohibited tho pollution of territorial waters by ships within the statutory three-mile limit, but such legislation is of little avail, <is floating oil rofuso drifts shorewards, even when discharged miles out at sea.

The proposed convention was supported by Italy, Argentina, -Canada, and India.
