COMMISSIONER DEEDED
LOCAL ADMINISTRATION (By Telegraph—Press Association.) CHRISTCHURCH, This Day. The opinion that a Commissioner was needed in municipal government to attend to staff appointments and promotions was expressed by the Rev. J. K. Archer, Deputy Mayor of Christchurch, when speaking at the Public Administration Society's dinner last night. "One of the most disheartening features of local administration," said Mr. Archer, "is the amount of wirepulling that goes on and the amount of pressure, that is brought to bear. One lias to have courage, form one's own decision, and make sure it is carried out. Some people seem to have no realisation of the limitations of friends they try to manoeuvre into responsible positions."
