TARIFF'S MAD SEA
CANADA AND THE STATES
COMMERCIAL SANITY

NEW YOEK, September 27. Mr. Massey, ex-Ambassador to Canada, in an address tonight, said the Canadian public would welcome reciprocity, and he pleaded for the creation in CanadianAmerican relations of "at least one island of commercial sanity in tariff's mad sea."
The "New York Times" Ottawa correspondent states:—"There is an open, disposition to seek a veal reciprocal agreement with the United States. So -strong has this become that moro doubt is felt in official circles hero about Washington's willingness aud ability to negotiate it than their own. A tariff agreement maclo with a Conservative Government would have the advantage that it would tend to remove tho issue from politics, since the Liberal Party could not very well repudiate its own traditional policy."
