INDUSTRIAL PROGRAMME
THE PRESIDENT'S ROLE
WASHINGTON, September 27.
Mr. Roosevelt's order setting up a new National Industrial Recovery Board to take over General Johnson ;s administrative work, and appointing a new Industrial Emergency Committee with Mr. Ittchbcrg named as director of the policy committee, makes tho latter now the key man m tho National Recovery Administration. However, it was emphasised by the White House in tho announcement that tho President alone has authority to approve of recommendations or acts either of the committee or of the board, indicating that Mr. Roosevelt will take a more active charge of the industrial programme. The President is said to bo still working on the formation of the socalled judicial branch of tho N.R.A., which will handle disputes, and which will co-operate with tho Department of Justice and the Federal Trade Commission.
