RESOLUTIONS ADOPTED
AFTER-HOURS SALE
The annual meeting of. the New Zealand Alliance was continued yesterday aftcrnooD. Reaffirming its previous legislative "recommendations, the meeting resolved, in addition, to bring before the Government the following for favourable consideration when licensing legislation is agaiu before the House:— . . Motoring.—The prevalent ignorance concerning- the dangerous ; effects of even small quantities of alcoholic liquor upon mental alertness, judgment, and care in driving, pronouncements from the' Bench in the Courts, and 'the appalling total of1 fatalities and accidents' On the roads call for action to strike effectively at one- prolific source of danger by enacting that- the consumption of intoxicating liquor by any person in charge of a motor vehicle shall be deemed an offence. No-Licence Districts. —That the Government be respectfully requested, to instruct the Electoral Boundaries Commission that the No-License districts are not to be subdivided and merged into licensing districts as was done, for example, in the case of Ashburton. Bars.—Supervision is rendered difficult and lawbreaking multiplied by subsidiary bars, including upstairs bars, which cbn-, stitute evasions of the spirit ■ and intent of the Licensing Act, 1908. It should therefore be insisted that licensed hotels, should have only one bar and that this should be the'only place from which liquor can be supplied or sold for consumption on the premises. After-hours Sale.—Attention is called to the fact that whereas summary convictions are secured in 82 per cent, of all prosecutions, records over a period of. years show that in the case of prosecution of hotelkeepers convictions are. secured pi only 50 per cent, of the cases. This'is discouraging to the police in their efforts to secure observance of the law. The provisions of the licensing law regarding the supplying of liquor to lodgers being a source of widespread abuse, the privilege of obtaining liquor after 6 p.m. in hotels should be confined to the supply of liquor with meals to bona fide resident diners in the diningroom of the hotel up to 8 p.m. Thereafter the bar and all storage places for liquor should be required to be kept securely locked until 9 a.m. the n£xt day. The furnishing or supplying of liquor to any person by anybody on licensed premises I after 6 p.m., save as above provided,' should be deemed an offence except that this--shall not apply to the licensee supplying liquor to the members of bis or her own family or demanded by residents in case of sudden sickness. Clubs and Dance Halls.—The privileged position of chartered clubs as compared with licensed hotels, evasions of the law in other cases, and the need for cheeking the evil of liquor at dances, indicate the necessity for making chartered golf, bowling, and all other clubs of like nature, and all cabarets and dance halls, subject to inspection in the same manner as licensed premises, with a view to eliminating the illegal sale and consumption of liquor thereat. Youth and Liquor.—That it shall be an offence for any person other than parents or legal guardians to offer or supply intoxicating liquor to any person under the age of 21 years. ELECTION OF OFFICERS. The Rev. J. R. Blanchard, 8.A., was unanimously and. with acclamation reelected for a further term of office as president, the meeting adopting the following resolution: "That the annual meeting records its deep appreciation of the service rendered to the movement by the Rev. J. R. Blrmehard, 8.A., during a most difficult period, and assures him of its confidence and support during his' fourth year of office as president." All the vice-presidents were re-elected, and the following were elected members of the standing committee: Mr. T. C Brash, Lieut.-Colonel F. W. Burton, the Rev. S. J. Campbell, Mr. C. R. Edmond. Mr. F A. Feist, Sir William D. Hunt, Mr A. H. Ivory. Misses C. E. Kirk and M McLean. Messrs. R. S. Maunder, S. T.-S Martin/the Rev. H. J. Odell, Mr. H E Pacey. Mrs. N. Peryman. the Rev.. W Bramwell Scott. Messrs. N. R. Seddon. F C. Spratt, G. L. Stewart. T.B. Strong, the Rev. A G. Saunders. 8.A., and Mr. B. H Wood. .■•■-.- Mr. A. H. Ivory was unanimously reelected lion, treasurer, the meeting recording its appreciation of his services. A resolution expressing high'appreciation of the services of the general ■ secretary, Mr. J. Malton Murray, was adopted with acclamation.
