TORONTO, June 21: The Premier-elect, Mr. Mitchell Hepburn, backed his campaign of economy promises today with a declaration that the post of Lieutenant-Governor-will be abolished with the.- Chief Justice assuming the duties. Twenty-three commissions and. many "experts" are to go. -"We ,are going- to, do away with pomp and ceremony to save the taxpayers' money," said Mr. Hepburn. .
