POINTS IN POLICY

United Prtss Association—By Electric Telegraph—Copyright. (Received February 28, 11 a.m.) CALCUTTA, February 27. The All-India Budget was presented to the Legislative Assembly by Sir George Schuster. The following are the points from the speech:—

1. Anticipated surplus, 129 lakhs of rupees in 1933-34. The surplus to lie devoted to a special fund to, assist the provinces, chiefly Bihar, ■which suffered froni the recent earthquake. 2. The imposition of an excise duty on matches.

3. The- handing over of half the export duty to the jute-producing provinces, chiefly Bengal. . 4. Duty on 6Ugar confined to factory produce. 5. Duty on silver. 6. Revised postal and telegraph tariffs. .■.'■■■.':

■ 7. Revised duties on tobacco and cigarettes. 8. Abolition of export duty, on raw hides.

These proposals are expected: to produce a net improvement in revenue, of 169 lakhs of rupees. ■
