RECONSTRUCTION PLANS

LOAN DIVERSION APPROVED

(By Telegraph.—Pres9 Association.) . NAPIER, This Day. Although the town of Napier has been almost completely restored from the effects of the earthquake, up to the present very little progress has been mads with the port, which has been carried on as a result of the earthquake damage with extreme difficulties. In this connection advice was received today that the Local Government Loans Board has approved the utilisation of £71,000 of unexpended loan moneys for proceeding with" the first part of the .breakwater construction work, a portion of the, amount being set aside for removing silt from the inner harbour until the new facilities at the breakwater are available. The Napier Harbour Board proposes to take a poll of the ratepayers at an early date for authority to expend £335,000 qn.tho erection of. a concrete wharf, together with the necessary protection works,-and up-to-date facilities to accommodate Home-going vessels, and is now seeking Parliamentary sanction for a poll of ratepayers to bo taken with a bare majority, on a similar basis to New Plymouth, Wanganui, and other ports. '
