WASHINGTON, November 4.

The-reports from Tokio that the Japanose plan to establish an airfield on one of the Pacific islands, Saipan, mandated by the League for "studying atmospheric conditions" has aroused considerable interest in naval circles.

It is pointed out that aviation facilities there': would be of military value as a base for scouting operations over Philippine waters.
