In the absence of Washington dispatches officials are, uo.t weighing the reasons for the retura of the American Fleet to the Atlantic, but as a concentration in the Pacific provoked Japanese national sentiment, it is now felt, that the removal will be a welcome step towards an amelioration of relations.
