LEAGUE EMBARRASSED
REFERRED TO LARGE COMMISSION

GENEVA, September 29. In the Assembly the Dutch Foreign Minister, M. de Graaff, submitted a resolution that the League devote a special sum to enable a thorough examination to be made of the economic, financial, and juradical position-of refugees from Germany, the influx of whom was likely to disturb the economic life of countries in which they took refuge. The Australian Press Association correspondent says there is small likelihood of a lively controversial debato in the Assembly on M. de Graaff's resolution, the general belief being that the matter should be referred to one of the large Commissions. But a snag is likely to be struck when the Budget Committee is asked to find the money for tho establishment of an organisation to deal with tho subject of the actual cost of settling the ..distressed refugees. It is felt that the publicity which tho project will necessarily throw upon the causes of exodus, which, the Germans insist, must be viewed purely as an internal affair, is bound t to lead to undesirable friction calculated to prejudice the ticklish disarmament negotiations which aro ■ still being continued, especially in relation to Germany's claim to be allowed certain defensive armaments.
