LONDON, September 20. The "Daily Herald" states that Harris, the ringleader of the London fire-raisers, agrees to give evidence against numerous police officers, assessors, business men, and others connected with fire-raising, if his sentence be reduced by five years.
The Home Office hesitates to enter into a definite bargain.
