PURPOSE OF PROPAGANDA-

VIENNA, July 30. Commenting on German aeroplanes repeatedly flying over Austria and dropping leaflets denouncing' Dr. Dollfusa, despite official protests, the Government organ "Reichspost" expresses the opinion -that Germany was deliberately trying to force Austria to appeal to the League of Nations. Such action Germany would use as propaganda, denouncing Austria for appealing to an international body against a "German brother."
